Thanks for the advice!  :) I'll ask my landlord if that's okay for me to do and leave it as it is in the meanwhile.

Edit: Result of this morning's speed test!

Your DSL connection rate: 1920 kbps(DOWN-STREAM),  448 kbps(UP-STREAM)
IP profile for your line is - 750 kbps
Actual IP throughput achieved during the test was - 679 kbps

Wow, I can actually download things without killing everything else dead, woohoo!

That's about right, taking into consideration the fact that your target SNRM is high due to past instability. The profile is wrong at the moment, so you won't see the throughput you'd expect for that sync, but this should update over the next few days. If things stay stable, you should see your sync improve a bit in around 2 weeks. :)
