is anyone else having terrible thoughput this morning as i just ran a BT speed test and got the below

I think that's local i.e between your router and the exchange.

No problems here, Colin, I'd say exchange congestion on the basis of those figures. Disconnect everything but the router from the line and run another BT test, preferably from the test socket. If you get similar results, drop support an email. There were certainly signs yesterday of the world and his wife streaming the news from Japan.
