It's usually theft, isn't it. Unless it's a live mains cable, of course, when it might be quite a few amps. ;)

Possibly, there may be some obscure statute covering public utilities. I'd like to see cable thieves forced to recompense everyone affected and pay for the cost of repairs. If they can't, or won't, they stay in jail. That should have an impact.

Depends on the utility, in the case of the numpties that have tried to saw through high voltage transmission wires I think a severe fine coupled with the severe burns maybe punishment enough.

Maybe they can't read the Danger of Death/Danger 11000 volts signage.
