350 was the figure set by BT where in their eyes it was  worthwhile setting your exchange up for broadband.

Unless they got 350 submitting a interest they would not have gone ahead.

it does sometimes go up to 4.5 but my download speeds instantly start to drop s soon as they are started. im thinkin its more down to my router or local exchange or maybe the pre WWII phone lines we all still have
