As the title says really, is it possible to be moved to another exchange to test speeds? Placement wise I think I pretty much live between the two local exchanges and I get at best 3.5Mbps (Connected to the one I think is furthest away).

No unless you have very deep pockets.

I asked this myself as there's an exchange closer to me but the answer I got back was that line routing is not changed once its laid.

As Mitch says, BT aren't going to offer to do it for free, expect a bill of £10,000 upwards if you offer to pay.

I wonder if BT plan to build a mesh network in the future once FTTC/FTTP gets a foothold to give the street cabs resilience just like ISPs multi home.

Oh wait, this is BT so no chance.

Unless you are a millionaire prob not.

Basically, they would need to dig up the road, and place new cables just for you, right?  :o
I use to have a signature, then it all changed to chip and pin.

Where I live, homes and businesses can be connected to any of 3 exchanges, my line is connected to an exchange 4.5km away, but my dentist, 2km closer, connects to another exchange 3.5km away. There must be a reason for the layout, I assume capacity at a given exchange when the lines are laid.

I guess. Even then, it's also when hoses are built. If the old e change is closer, but the newer houses have planning permission to dig up the road to the further away exchange only...
