I've started to download World of Warcraft starter edition but it consuming a lot of my bandwidth making other tasks slow.

Disabled P2P networking but is there another way (perhaps via the registry) to set a max kb/s speed?

AFAIK your gonna have to look for some sort of third party network management system? Say, does your router do QOS or anything like that?
I use a download manager for general things. But for steam/intergrated game downloading, it's no use. :(

Can you use a third party torrent program?
I use to have a signature, then it all changed to chip and pin.

Router doesn't do QoS and it appears you can only use Blizzard's downloader to retrieve the official files as a connection analysis shows a connection to Limelight Networks' Content Delivery Network.

Disabling Peer to Peer helped a lot, I think it started to self throttle when it detected other network activity.

There's not much more you can do other than disabling BitTorrent. Personally I'd re-enable it and get the download overnight. In fact I'll be doing that very thing tomorrow night as I have a new PC to play with :)
