Capping max sync to ensure stability

Is it possible for an ISP to see if DLM has attempted to increase sync and thus this has made the line unstable?

If so can they get BT to cap it so that I can retain stability?

I want to try and stop the line flapping so that hopefully throughput will rise.

I've been keeping an eye on the router from work and of course home and think I know the source of the noise that makes it flap.

It seems to happen at 7.45 on a weekday morning, this is the time when my next door neighbour is starting up his 8 year old Transit van so I think its the starter that's doing it.
