TrueCrypt and 1 other Question

I'm rebuilding my desktop and I'll have to reinstall Windows 7. Its something I was planning to do in advance of W10 which I'll probably migrate to in the spring, once they've (hopefully) ironed out most of the problems.
So, here's the 1st question.
I've long been using TrueCrypt to safely store encrypted sensitive information. I know its been declared unsecure for some time now, but it didn't seem worth the faff to search for alternatives.
But this is a perfect opportunity to replace it with something more secure.
I'm not sure about the security of SkyDrive and in any case if I should lose internet connection I'd be stuffed.
What do you guys use for a secure volume type storage solution? Free would be good...
That brings me to the second question.
I'll be doing a clean W7 install onto my Samsung SSD. I can't remember if doing an install by booting from the Windows 7 cd automatically wipes the existing system drive, including removing any partitions. (Including area set by for SSD overprovisioning).
So should I manually delete partitions and reformat before I reinstall Windows or just let it do its thing from boot, and reset overprovisioning once its done?
Its been a while since I installed Windows and I can't remember how it worked.

I'm still using an old version (7.0) of TrueCrypt, which I think is perfectly safe. It looks like you can download a similarly old version here, which personally I'd be happy with. Otherwise, I also use SafeHouse Explorer, and find it ok.

As for W7, when I did a boot from W7 CD on my PC it asked me if I wanted to upgrade/repair or do a fresh install.
