In New Zealand the incumbent telco fought tooth and nail to avoid infrastructure being split from its sales arm. It happened anyway. Some would say that the split in NZ has been a major success.

OR should be a non profit limited company mutually owned by all the providers using their services, in the same way that the internet exchange points such as LINX, LoNAP and AMS-IX are owned by those using their services.
