When Reflect tries to update my backup I get the message: Unable to write to drive.
Any suggestions please?

Check that the drive is connected properly?  Does it appear in My Computer?

BB if Simon's suggestion doesn't solve your problem check the following:-
Your Seagate drive needs to be set for better Performance in it's device properties, to do this open Disk management then select the backup disk, right click and select  'Properties' and on the window that opens select 'Policies' then ensure that the settings in this window match what is shown in the image below, change them if they don't.

It is connected correctly, the only place I can find it is in the "safely remove hardware. I have tried unplugging and reconnecting it to no avail. I can find nothing in its drive manager except test, that works fine. So where next please?

BB you need to find it in Windows Disk Management console to check the settings I've suggested, this is what you are looking for: -

Does Reflect need admin rights to write to the drive?

As Ray said you need to find it in the disk management console first, if you've not used the drive before with Windows the format type could be incompatible i.e OS X extended (journaled) it's ok to have a guid/gpt partition but the format has to be windows compatible - NTFS , Exfat ....

You need to type 'Disk management' into the Cortana search box on the Task bar left end this will bring up the results as per image just click the entry the says 'Create and format disk partitions' and that will bring up the window you want.
