Telephone and spoofed numbers

I've been getting call backs from mobile numbers from people saying that they are returning my call.

One guy was quite panicky saying a message left for him from my landline number said that someone had used his debit card.

I've not made these calls from my landline and I've checked my account and no calls have been registered as being made.

Could it be that someone/something is "spoofing" my number when making scam calls?  Is this reportable at all?

Edit.  It is a landline with idnet.

It's entirely possible for them to be doing that. Often they use impossible STD codes. There's no checking within the interconnects between telcos that incoming CLI is valid.
