Throughput issues again today

Well at 11am my throughput plummeted again to 1696kbs with a profile of 4500, 448kbs up and 5472kbs down  this happened last week and its not an Idnet issue, so not sure if BT are up to sneaky work or there is another issue out there. Pc is scanning clean and no loss of sync occurring when this happens. After 1pm it starts to pick up again and by this time of day its back to normal
