I have had a quick look around the IDNet site, and cant find any info, so does anyone know if offpeak traffic counts towards your allowance

Only downloads count towards the total.

There is no distinction made between peak and off-peak afaik, so all downloads (and as Bill says, only downloads) will count towards the cap.
