To be honest I think this is a fair point, and a good one.

If you are forced to register your details which would them be confirmed through the ISP (obviously securely), this way anyone posting racism, etc, could easily be tracked down and face the firing squad.

Sadly, there are quite a lot of ways to avoid this already, with proxies and I doubt it'd be long before you'd have ways of submitting false information as you can now.

I'd definitely like to see something like this, but I can't see how they'd do it using current technology and set up.
