There are a lot of bad ISPs out there, but there's also an unawareness that a significant amount of slow speed situations are caused by poor setups or bad lines, and often there is a lot that can be done to help.

Quite true Sebby, and one thing that the report didn't say was whether peeps were on the slower speeds by choice, or because of long lines etc. Still thought it was interesting that we tend to think that since Max we are mostly speeding along, when the opposite is true.
