No, it's given as an opinion, Alf, so the only actionable aspect, I suspect, is the assertion the P2P is being throttled.

I think it was more posted in ignorance than anything.  Got a problem but don't know how to fix it (can't be bothered to research), so blame the ISP.  I hope they find someone else, and are happy there!

Broadband is a difficult one, because so much of the time it's very difficult to see where the problem lies, be it with the user's equipment, BT, or the ISP.
