A download speed problem but not my connection

I have been playing with my new laptop over the last couple of days. Tonight I was trying to download a large file and I gave up in the end as it was so slow. Thinking it was my line again I tried a couple of tests on my trusty Mac. My download speeds were normal. I tried going to a few pages with the new system and they would not load. I managed to run a speedtest which said that the connection was 0.3 meg. The system is allso droping connection a lot of the time. Once again I know the router is ok as my Mac is fine. It can only be one of two things the system has developed a fault or its something to do with Vista which sadly its running.

That's quite strange. I'm running Vista on a laptop and don't have any download issues, so I don't think it's necessarily vista causing the problem. I haven't changed the MTU under vista, frankly I don't know how to, but I have my adsl modem/router set to an MTU of 1458. Just one thing, if you are connecting your laptop via wireless, are you sure your connected to your Wireless router. You could be accidentally piggy-backing on someone else's :) If it's a wired connection then I'm not sure what to suggest  :-\
