Online photo album software

I've been tasked to set up a photo sharing database for a client that fulfils the following criteria:

• Requires a login and has administrator defined user group permissions.
• Can be skinned.
• Thumbnails plus a shrink to fit image display with an on-click to show the full size image.
• Basic text editor for image descriptors.

So far I've spent half a day looking around at off the self packages and I'm somewhat bemused that there appears to be nothing that fulfils that basic criteria. Before I look at gettting something coded I was wondering if anyone here has seen a package that might suit.

MobileMe looks rather shiny but I don't think it's got all the facilities I'm look for. Thanks for the suggestion though Steve. Gallery 3.0 might well fit the bill, I'll be taking a good look at that along with Jalbum. Cheers
