I have received a cid image attachment that I require to open but the bloke who sent it has logged off for the weekend. Any thoughts on opening it within Windows 10.

I've tried that and could not find a program to open the file.

If it's a CID prefix it's probably an in-line image that may have been marked as spam or it simply won't display in your current client. If it is a suppressed image your client should have an option to display it.  However there are a number of clients that just can't cope with this type of in-line image including Gmail, Hotmail and Yahoo! Mail.
